We'd use Sculpy (a modeling clay that you can bake), and cut out shapes with cookie cutters - hearts, stars, trees, etc. - then I'd put a little lump of clay on top of the cut-out shape and press the candle (a tall, but small, skinny candle) in the lump to make a hole for the candle. Then we'd bake them (according to the Sculpy packaging), and when they were done - paint them bright and shiny colors!
